NIH Grants and Funding Information Status

Scope Note

NIH grants and funding policies and processes are evolving as NIH aligns with new agency priorities. Keep on top of the latest status of changes impacting NIH grants administration and funding. It is updated as new information becomes available; check back regularly for updated information.

Communications

  • Posting of new funding opportunities and policy guidance in the NIH Guide for Grants and Contracts has resumed.
  • Relevant pages on this NIH Grants & Funding website are updated as information evolves.
    • If a funding opportunity has closed, the prior link will no longer work and applications will not be accepted. NIH staff will not comment on whether opportunities will be reopened or reissued in the future.
    • On March 31, 2025, a banner was posted at the top of funding opportunities that were updated in the preceding weeks.   

Applications

  • NIH is accepting applications for active funding opportunities.
    • Some funding opportunities have been closed and others have been updated to align with agency priorities.
    • Applicants must carefully reread funding opportunities for any changes prior to submission and adjust their applications accordingly.
  • The FORMS-I instructions on How to Apply – Application Guide have been updated. See Significant Changes.
  • Changes to application requirements
    • Plans for Enhancing Diverse Perspectives (PEDP)
      • PEDP requirements have been removed from funding opportunities.  
      • PEDP plans included in applications under review will not be evaluated or considered in funding decisions.
    • Conference grant applications (R13, U13)  
      • Diversity Plans are no longer required.  
      • Diversity Plans included in applications under review will not be evaluated or considered in funding decisions.
    • Training grant applications (Ts)  
      • Recruitment Plans to Enhance Diversity are no longer required.
      • Recruitment Plans to Enhance Diversity included in applications under review will not be evaluated or considered in funding decisions.
      • FORMS-I Training data tables 6a, 6b, and 7 have been revised to remove calculations for % underrepresented minorities.  
    • Fellowship applications (Fs)
      • Parent fellowship opportunities (PA-23-260, PA-23-261, PA-23-262, PA-23-263, PA-23-272)
        • Parent fellowship funding opportunities were not updated to use the new review criteria, FORMS-I forms, and FORMS-I application instructions in time for the April 8 and May 7 (AIDS) due dates.  
          • Applicants must use FORMS-H application forms and FORMS-H instructions (PDF) which align with the posted fellowship parent opportunities for the April and May due dates.  
          • Candidate biosketches will be accepted with or without grades for applications submitted using FORMS-H.
      • Non-parent fellowship opportunities (e.g., PAR-25-234, PAR-25-250, PAR-23-109, RFA-OD-24-007, PAR-25-021)
        • Applicants must use FORMS-I application forms and FORMS-I instructions (PDF) which align with the posted non-parent fellowship opportunities.
  • Improving the Safety and Security of Biological Research  
    • NIH will not accept competitive applications for grants and cooperative agreements submitted for due dates after May 7, 2025 and/or R&D contract proposals submitted to solicitations issued after May 7, 2025 for dangerous gain-of-function research. Details will be provided in the near future to recipients that are conducting research that may be impacted by this policy change. See NOT-OD-25-112.

Review

  • Federal Register Notices and meetings for scientific review groups/study sections are ongoing.
  • Federal Register Notices for National Advisory Councils/Boards have resumed.  

Awards

  • NIH institutes and centers are issuing awards for competing, non-competing continuation, and administrative supplements using previously approved negotiated indirect cost rates, except for awards under which F&A costs are reimbursed at a fixed rate.  See NIH Grants Policy Statement 7.4 Reimbursement of Facilities and Administrative Costs.
  • Updated NIH Policy on Foreign Subawards
    • Based on a Government Accountability Office (GAO) recommendation and the need to have the ability to be completely transparent, NIH is establishing a new award structure that will prohibit foreign subawards from being nested under the parent grant. This new award structure will include a prime with independent awards that are linked to the prime that will allow NIH to track the project’s funds individually, while scientific progress will be reported collectively by the primary institution, under the Research Performance Progress Report. NIH anticipates implementing the new award structure by no later than September 30, 2025, prior to Fiscal Year 2026. See NOT-OD-25-104.
  • Improving the Safety and Security of Biological Research  
    • NIH intends to suspend ongoing funding for dangerous gain of function research in accordance with guidance developed under Section 3(b) of the May 5, 2025, Executive Order on Improving the Safety and Security of Biological Research. All NIH awardees should review ongoing research activities to proactively identify potential dangerous gain-of-function research and identify safe actions to halt such research and to effectively comply with guidance once established. Post-Award Administration and Reporting

  • Trainee Diversity Report
    • A Trainee Diversity Report for institutional training grants, career development awards, and most research education grants is no longer required in Research Performance Progress Reports (RPPRs) and should not be included.
    • The ability to generate the Trainee Diversity Report is no longer available to recipients.
  • No-Cost Extensions (NCEs)
    • NIH has temporarily disabled the No-Cost Extension (NCE) functionality in eRA Commons. NCEs must be submitted as a prior approval request in eRA Commons, for NIH review and approval. Requests for activities that do not align with the NIH mission and agency priorities will not be approved. See NOT-OD-25-110.
