New Application Packages and Shorter Page Limits are Coming!

September 18, 2009
All new or resubmission applications targeting due dates on or after January 25, 2010 (for FY2011 funding consideration) require the use of new application forms and instructions, which include shorter page limits (NOT-OD-09-149).  Applications submitted using incorrect application forms will be delayed and may not be reviewed.  Applicants should review the new instructions and begin preparing for a shorter research plan, and will need to return to the FOA (or new Parent Announcement) in December to download the new forms.  More details can be found at the Enhancing Peer Review Web site.


ARRA Recipient Institutions Register Now at FederalReporting.gov to Prevent Delays!

September 10, 2009
All institutions that have received an ARRA award from the NIH are required to submit quarterly reports to FederalReporting.gov beginning October 1, 2009. Institutional representatives must register at FederalReporting.gov before submitting reports. Register now to prevent registration delays as the October reporting period approaches.

PHS 2590 Revised – New Policy Changes

August 31, 2009
The “Continuation Progress Report for a DHHS Public Health Service Grant” (PHS 2590, rev. 06/09) instructions and forms have been revised and reflect several important policy changes.  The revised PHS 2590 will be accepted immediately for all progress reports and will be required for all annual progress reports due on/after October 1, 2009.   Revisions include a new All Personnel Report, new Assurance for Institutions Receiving Awards for Training of Graduate Students for Doctoral Degrees, Inclusion of Changes to Innovative Potential, Changes to the Biographical Sketch, and a new item related to Human Embryonic Stem Cells (hESCs).

"Commercialization Assistance Program" for SBIR Phase II Awardees – Applications Due Sept. 14

August 31, 2009
NIH recently announced that applications will be accepted until September 14, 2009 for the 2009-2010 Commercialization Assistance Program (CAP) for NIH SBIR Phase II awardees.  Now in its sixth year, this program is designed to help NIH SBIR Phase II awardees develop their commercial businesses and transition their SBIR-developed products into the marketplace. Through a contract with Larta Institute of Los Angeles, CA, the CAP will provide participants with individualized assistance toward accomplishing their commercialization goals.   All NIH SBIR awardees (grantees and contractors) that have a Phase II award that is active or was active in the past six years are eligible to participate. Participants must, however, meet the SBIR small business eligibility criteria as described in the current SBIR Parent Funding Opportunity Announcement available from the NIH Small Business Funding Opportunities website http://grants.nih.gov/grants/funding/sbir.htm. Please note that this program is not available to STTR awardees.

New NIH Guidelines for Human Stem Cell Research Effective July 7, 2009

The final NIH Guidelines for Human Stem Cell Research implementing the EO and establishing policy and procedures under which the NIH will fund such research, were released today and are available at http://stemcells.nih.gov/index.asp. They will be effective on July 7, 2009. See NOT-OD-09-116.


Fellowships (F) – Announcing New Business Processes & Transition to Electronic Application

June 12, 2009
Effective with the August 8, 2009 submission date, all grant applications for the Individual National Research Service Award (NRSA) Fellowships (F-series) will require electronic submission through Grants.gov to eRA Commons (see Guide Notice NOT-OD-09-106.)  Paper applications will not be accepted for submissions on or after the August 8 transition. Concurrently, new business processes are being implemented.  In summary, the changes include the process for electronically submitting reference letters, requirements for resubmission of an application, and review criteria.

NIH Seeks Comments on Regulations for Financial Conflicts of Interest in Federally-Funded Research

May 8, 2009
The National Institutes of Health (NIH) has issued an Advance Notice of Proposed Rulemaking (ANPRM) (PDF - 61 KB) in the Federal Register to gain public input on whether modifications are needed to the PHS regulations on the Responsibility of Applicants for Promoting Objectivity in Research for which PHS Funding is Sought (42 C.F.R. Part 50, Subpart F) and Responsible Prospective Contractors (45 C.F.R. Part 94). We are particularly interested in potential for expanding the scope of the regulation and disclosure interests; the definition of “Significant Financial Interest”; identification and management of conflicts by institutions; assuring institutional compliance; requiring institutions to provide additional information to the PHS; and broadening the regulations to address institutional conflicts of interest. Public Comment Period Open for Draft Stem Cell Guidelines through May 26, 2009

NIH has issued a Federal Register Notice requesting public comment on draft Guidelines for Human Stem Cell Research.  The draft Guidelines  are also available for review on NIH’s Web site for stem cell information.


NIH Issues Draft Human Stem Cell Guidance

April 17, 2009
Today, April 17, 2009, the National Institutes of Health (NIH) posted draft guidelines for implementation of Executive Order 13505: Removing Barriers to Responsible Scientific Research Involving Human Stem Cells. These draft guidelines will be published in the Federal Register for public comment next week. In addition, NIH has released a Guide Notice NOT-OD-09-085 that explains how NIH applicants and grantees should proceed with applications and/or awards that include the use of human embryonic stem cells.

FY2009 Update on Salary Limitation on Grants, Cooperative Agreements, & Contracts

On March 19, NIH published Guide Notice (NOT-OD-09-069) updating the salary limitation on NIH Grants, Cooperative Agreements, and Contracts.  Effective January 1, 2009, the Executive Level I salary level increased from $191,300 to $196,700.  This is the ninth year that the limitation has been linked to Executive Level I of the Federal Pay Scale.  For a salary cap summary and associated timeframes, visit http://grants.nih.gov/grants/policy/salcap_summary.htm.  For more details on this update, including implementation guidelines and definitions, see http://grants.nih.gov/grants/guide/notice-files/NOT-OD-09-069.html.

What is RSS? RSS is an acronym for Really Simple Syndication and Rich Site Summary. RSS is an XML-based format for content distribution. Webmasters create an RSS file containing headlines and descriptions of specific information. Consumers then use an RSS reader to collect and monitor their favorite feeds in one centralized program or location.
